UKM Pada Masa Krisis - Akhir 1997 Sampai Saat Ini

Krisis yang terjadi di Indonesia sejak tengah tahun 1997 sampai saat ini belum menunjukkan tanda-tanda akan berakhir. Krisis ini juga telah mengakibatkan posisi pelaku sektor ekonomi berubah. Usaha besar satu persatu pailit karena bahan baku impor yang meningkat secara drastis, biaya cicilan utang meningkat sebagai akibat dari nilai tukar rupiah terhadap dolar yang menurun dan berfluktuasi. Sektor perbankan juga ikut terpuruk memperparah sektor industri dari sisi permodalan. Banyak perusahaan yang tidak mampu lagi meneruskan usaha karena tingkat bunga yang tinggi. Berbeda dengan UKM yang sebagian tetap bertahan, bahkan cenderung bertambah.

Data terakhir dari Menteri Negara Koperasi dan Pengusaha Kecil dan Menengah (Menekop & PKM) menunjukkan bahwa pada tahun 2000, ada sekitar 38,99 juta Usaha Kecil dengan rata-rata penjualan pertahun kurang dari Rp.1 Miliar, atau sekitar 99,85 % dari jumlah perusahaan di Indonesia. Pada tahun yang sama, ada 55.061 perusahaan dari katagori Usaha Menengah, dengan rata-rata penghasilan per tahun lebih dari Rp.1 Miliar tetapi kurang dari Rp.50 Miliar, atau sekitar 0,14 % dari jumlah unit usaha.

Pertambahan penduduk yang besar setiap tahun menjadi permasalah tersendiri bagi penyediaan lapangan pekerjaan. Usaha besar tidak sanggup menyerap semua pencari pekerjaan. Ketidaksanggupan usaha besar dalam menciptakan kesempatan kerja yang besar disebabkan karena memang pada umumnya kelompok usaha tersebut relatif padat modal, sedangkan UKM realtif padat karya. Disamping itu Usaha Besar umumnya membutuhkan pekerja dengan pendidikan formal yang tinggi dan pengalaman kerja yang cukup, sedangkan UKM sebagian pekerjanya berpendidikan rendah.

Data dari Menegkop & UKM menunjukkan bahwa pada tahun 2000, lebih dari 66 juta orang bekerja di Usaha Kecil, atau sekitar 99,44 % dari jumlah kesempatan kerja di Indonesia. Sedangkan dalam bentuk kontribusi terhadap PDB, UKM menyumbang 40 % tahun 2000 dibandingkan 38 % tahun 1997.

Dipuncak krisis pada 1998 – 2000, kontributor SME terhadap Produk Domestic Bruto (PDB) mencapai 60 % lebih. Data dikementrian Koperasi dan UKM menyebut konntribusi SME terhdap PDB pada 2003 masih di kisaran 56,44% dan diprediksi akan naik pada 2004 menjadi 57,11%. Sementara itu konntribusinya terhadap nilai eksporpun diperkirakan naik dari 21 % menjadi 25%. Dengan kata lain, SME masih diandalkan sebagai motor penggerak perekonomian.

Sayangnya harapan ini tampaknya bertolak belakang dengan perhatian pemerintah. Pasalnya dari tahun ke tahun anggaran belanja pemerintah yang dialokasikan ke sektor SME hanya 6 – 7 % - selebihnya justru mengerojok ke perusahaan-perusahaan besar. Padahal raksasa-raksasa bisnis, para konnglomerat banyak yang melarikan uang rakyat kekantong mereka bahkan sebagian dilarikan keluar negeri.

Peluang Ada di Mana-mana

Ketika krisis menimpa Asia ditahun 1997, kebanyakan orang memperkirakan kawasan tersebut akan runtuh. Apa yang telah terjadi terhadap ekonomi dengan pertumbuhan tercepat didunia yang tiba-tiba saja menjadi tempat yang paling menggerikan bagi investasi. Banyak komentar langsung menyalahkan krisis tersebut. Para ekonom menyalahkan kebijakan ekonomi. Analis keuangan dan perbankan menuding kelemahan sistem keuangan dan banyak lagi analis lainnya yang berkomentar.

Huruf cina untuk Krisis (lihat dibawah) dibaca wei-ji, dan memiliki dua arti "bahaya - danger" dan "peluang – opportunity."

Puncak krisis yang menimpa Indonesia menyebabkan kepanikan dan kerusuhan dimana-mana. Harga-harga naik selangit, dollar menggila, penjarahan dimana-mana, kelangkaan pangan, rush besar-besaran terhadap perbankan. Dan situasi tersebut berjalan cukup lama.

Tetapi, tidak! Ternyata masih ada seberkas sinar harapan di antara puing-puing kehancuran. Beberapa pengusaha kecil tam­pak masih tegar. Bahkan beberapa di antaranya justru mendapat berkah karena adanya krisis moneter, yang menjungkirkan nilai rupiah sampai babak belur di dasar jurang. Mereka ini kebanyak­an merupakan pengusaha kecil yang menjalankan usahanya secara konvensional, penuh kehati-hatian, disiplin, tidak meng­obral utang atau menjebol bank, sehingga krisis moneter tidak menyebabkan mereka hancur seketika. Mereka masih bisa berta­han, sehingga walaupun tidak bebas dan tekanan, mereka masih mempunyai kesempatan untuk melakukan penyesuaian dan per­baikan-perbaikan seperlunya. Mereka juga tidak bergantung pada bahan baku impor. Dengan begitu, mereka tidak akan terlalu kena dampak melambungnya biaya produksi.

Rezeki sebagian dari mereka malah bertambah, karena bisnis­nya berorientasi ekspor. Dengan “dukungan” krisis moneter, harga produk mereka menjadi sangat bersaing, dan pembayaran yang diterima dalam bentuk dolar menyebabkan keuntungan menjadi berlipat ganda.

Pertanyaan terakhir adalah: “Apa kesimpulannya? Bagaimana menentukan tindakan selanjutnya dalam suasana knisis ini?”

Dengan kenyataan-kenyataan seperti yang diutarakan di atas, tidak ada kesimpulan yang lebih tepat bahwa menjadi pengusaha kecil yang baik merupakan jawaban yang paling “pas” untuk mengatasi krisis. Lebih-lebih jika bidang usahanya berorientasi ekspor dengan bahan baku lokal, maka itu akan menjadi solusi ideal agar bangsa Indonesia dapat menjadi bangsa yang kuat secara ekonomis, tidak rapuh dalam menghadapi gejolak mo­neter. Tentunya jika didukung oleh sistem kebijakan serta pembi­naan yang sungguh-sungguh dan pemerintah. Pemerintah yang notabene bersih dari unsur-unsur KKN.

Berikut ini penulis sampaikan sebuah kutipan tentang salah satu contoh keberhasilan pengusaha kecil Indonesia dalam meng­hadapi badai krisis moneter.

Selama krisis moneter Asia, ditemukan bahwa Taiwan khususnya tidak terkena. Alasannya : ekonominya ditopang oleh sejumlah besar usaha kecil dan menengah serta pabrik di pedesaan. Hal yang sama juga terjadi di AS. Jumlah pekerjaan yang diciptakan oleh perusaahaan kecil dan menengah jauh melebihi yang diciptakan oleh perusahaan dalam Fortune 500.

Yang disebut "model jepang" di mana ekonomi Negara tergantung hanya pada beberapa perusahaan besar (keiretsu) terbukti kurang bertahan. Negara yang mengikuti model ini seperti Korea (chaebol), Indonesia, Thailand, Malaysia, dan Singapura semuannya terpukul sangat keras selama krisis. Dalam istilah orang awam, sangat berisiko menaruh semua telur dalam satu keranjang. Dalam waktu yang berubah, orang harus menaruh telurnya di lebih dari satu keranjang – untuk menyebarkan risikonya. Itulah prinsip yang digunakan oleh kebanyakan perusahaan asuransi. Bila kita amati, selama badai besar, banyak pohon raksasa tercabut dari akarnya dan tumbang atau rusak. Akan tetapi, rumput kecil hanya membungkuk terkena angin. Sekarang ada kecenderungan di antara perusahaan besar untuk memecahkan diri menjadi organisasi yang terdiri dari banyak organisasi kecil tersendiri.

Bagi entrepreneur situasi macam apapun selalu terdapat peluang. Penderitaan disatu pihak kadang kala justru menjadi peluang bagi pihak lain. Masih ingat ketika terjadi perkosaan terhadap etnis cina ? Pada saat itu mendadak banyak orang menjual celana "anti perkosaan." Para spekulan dollar untung besar. Bahkan ada sebagian pengusaha perikanan di daerah berdoa agar krisis jangan pernah berlalu karena menangguk untung besar karena pembelinya sebagian besar pihak luar negeri.

Sekarang saya ingin mengajak Anda untuk melihat kebelakang sejarah kultural bangsa kita dalam dunia entrepreneur.

Budaya Jawa dan Penjajahan

Pada zaman pra-kolonial, struktur kerajaan yang ada terbagi menjadi dua, agraris, seperti Kerajaan Mataram; dan kedua, bersifat maritim, yang diwakili Kesultanan Aceh. Struktur semacam ini menampakkan bahwa jalur perdagangan antara kerajaan agraris dan maritim berjalan dengan lancar, di mana kerajaan agraris bertindak sebagai pemasok barang kebutuhan pokok. seperti beras yang tidak dihasilkan oleh kerajaan maritim, sementara kerajaan maritim berorientasi pada ekspor-impor rempah-rempah.

Adapun perdagangan yang ramai ini bukan berarti tingkat kemakmuran rakyat kerajaan itu tinggi. Penelitian beberapa sejarawan membuktikan bahwa. tingkat hidup petani Jawa saat itu bersifat subsistem. Lalu siapa yang diuntungkan dengan kesibukan perdagangan - yang notabene menghasilkan keuntungan uang tunai ?

Menurut Onghokham, golongan pedagang zaman itu berasal dari kalangan aristokrat, rajalah yang memegang monopoli perdagangan. Dalam konteks kebudayaan Jawa-agraris yang kratonsentris, hal ini tidaklah mengherankan, sebab raja bukan saja menjadi pemegang monopoli dagang, tapi juga sebagai pemilik tanah.Dengan sendirinya, kondisi ini menyebabkan tidak menimbulkan mobilitas modal dan kepercayaan dagang. Karena sewaktu-waktu, raja dapat mengambil tanah garapan seseorang (asalkan berada dalam lingkungan kerajaannya). Selain itu, perlu dicatat bahwa agaknya kebiasaan dagang pun bukan murni budaya Jawa. Perdagangan adalah kompetisi yang tidak sesuai dengan konteks budaya Jawa, karena “menyalahi”nilai kerukunan - patut dicatat bahwa nilai kerukunan bukan diartikan sebagai tidak adanya beda pendapat, tapi menurut mereka, beda pendapat lebih baik disimpan dan tidak dikemukakan. Ini untuk menjaga ketenteraman, biarpun di dalam hatinya ada perbedaan pendapat. Perdagangan lebih merupakan hasil interaksi raja-raja dengan pendatang.

Jadi jelas bahwa lingkungan sosial budaya nusantara pada masa pra-kolonial tidak mendukung kemunculan inovator, suatu kelas baru dalam masyarakat; yakni kelas menengah yang berdana kuat - untuk membantu penyediaan kredit - yang bukan berasal dari kalangan elite politik. Dalam periode berikutnya, kerajaan-kerajaan ini mulai berkenalan dengan orang-orang Eropa. Portugis yang datang dengan motif penyebaran agama Katolik disertai dengan keinginan merusak jalur perdagangan Islam yang telah terbentuk di Asia hanya bertahan beberapa puluh tahun di nusantara yang kemudian mundur ke Timor sampai 1976. Meskipun demikian, pedudukan Malaka oleh Portugis membawa dampak besar bagi perdagangan. Praktek monopoli yang diberlakukannya mengakibatkan kemunduran perdagangan internasional. Monopoli ini dilakukan untuk menutup tingginya risiko yang harus ditanggung pihak Portugis.

Setelah Portugis dipaksa mundur ke Timor, datanglah Belanda. Tidak berbeda dengan Portugis, Belanda juga menerapkan sistem monopoli. Dengan demikian, perdagangan nusantara menjadi bersifat internal dan stimulasi dan perdagangan internasional tidak lagi dinikmati. Ini merupakan pukulan bagi perekonomian nusantara, khususnya raja-raja Jawa. Namun satu hal perlu dicatat bahwa praktek monopoli Belanda maupun Portugis sebelumnya secara tidak langsung ‘direstui’ elite politik. Bagi Belanda, Indonesia tidak lebih dan sekedar penghasil bahan mentah.

Arief Budiman mengatakan bahwa kapitalisme Belanda bukan seperti Inggris yang berorientasi pada industri, sebaliknya Belanda bersifat merkantilis. Yang diinginkan Belanda adalah komoditi primer dan negara jajahannya untuk kemudian diperdagangkan di pasar dunia. Dari segi sosial, di sini terlihat hilangnya fungsi yang dijalankan Syahbandar dan pedagang yang dulu sangat berperan dalam perdagangan internasional.

Kedudukan pedagang perantara ini diberikan pada golongan Timur Asing. Ini terjadi setelah tahun 1799 ketika VOC bangkrut dan semua hutang serta kekayaannya diambil alih oleh pemerintah Belanda. Sementara VOC hanya bertindak sebagai vassal, maka pemerintah Hindia Belanda mengubah struktur masyarakat Indonesia menjadi tiga yakni golongan atas yang ditempati pemerintah kolonial, golongan menengah diberikan kepada kelornpok Timur Asing, sedang golongan bawah diduduki penduduk pribumi. Kebijakan diskriminatif ini sengaja dilakukan untuk mencegah munculnya kelas menengah murni yang tidak berasal dari elite politik. Dengan alasan menghindari nepotisme dan favoritisrne, Belanda lalu melarang elite politik untuk ikut dalam kegiatan dagang. Dengan demikian, elite tidak pernah memiliki kekuatan ekonomi dari politik secara bersamaan. Belanda kuatir mereka akan hadir sebagai ‘borgouise’ yang mendorong perubahan baik politik maupun ekonorni Indonesia.

Ketakutan Belanda pada borgouise class di Hindia Belanda terlihat juga pada peristiwa pembunuhan serta pembatasan lingkungan orang-orang Cina baik di Batavia maupun di tempat lain - orang Cina harus mempunyai pas jalan untuk pergi ke tempat yang bukan pecinan. Kondisi yang diciptakan Belanda ini untuk mematikan berdirinya suatu kelas menengah yang kuat. Keadaan ini semakin memperburuk situasi yang dapat memunculkan entrepreneur.

Setelah selama kurang lebih dua abad rnenjalankan praktek monopoli, akhirnya pemerintah Belanda membuka Indonesia untuk berbagai pengaruh perdagangan internasional. Hal ini bersamaan dengan pertumbuhan industri di Belanda. Namun sedikit sekali - bahkan tidak ada - pengaruh perdagangan ini dirasakan oleh rakyat nusantara. Kenyataannya orientasi kebijakan membuka Hindia Belanda pada PMA hanya demi kepentingan industri Belanda sendiri. Hindia Belanda hanya dijadikan sebagai produsen bahan mentah sekaligus pasaran hasil industri Belanda - yang kualitasnya kurang baik dibandingkan hasil industri Inggris ataupun Jerman. Ketika depresi melanda seluruh dunia, kondisi perekonomian Hindia Belanda bertambah buruk terutama karena Belanda mengenakan tarif untuk membendung politik dumping Jepang dan penggunaan gold standard monetary system yang sudah dilepas Inggris maupun Amerika Serikat. Dengan depresi ini, jatuhnya harga komoditi primer bertambah buruk karena apresiasi mata uang Belanda.

Usaha Menumbuhkan Entrepreneur Pribumi

Dari sejarah di atas tampak bahwa di samping faktor budaya Jawa-agraris yang sangat besar pengaruhnya hingga kini, pemerintahan kolonial juga menyebabkan iklim usaha di Indonesia tidak mampu menghadirkan kelas menengah yang terpisah dari elite politik dan secara finansial mampu menopang eksistensi entrepreneur dalam perekonomian Indonesia. Walaupun demikian, kenyataan itu tidak boleh dijadikan alat justifikasi rendahnya tingkat pertumbuhan ekonomi kita. Setelah 59 tahun merdeka, rasanya tidak adil kalau kita tetap menyalahkan Belanda.

Setelah tahun 1950, mulailah rencana pembangunan Indonesia dicanangkan, sekaligus kebijakan-kebijakan politik yang diperlukan untuk mendukung rencana tersebut. Dari sisi sosial, sebenarnya struktur masyarakat Indonesia tidak berubah. Pergantian peran orang-orang pribumi yang mengggantikan orang Belanda menduduki golongan atas, sementara sektor ekonomi tetap dikuasai golongan Cina.

Waktu itu, kebutuhan dana yang besar seakan menyadarkan elite politik kita bahwa mereka memang terlalu mendominasi birokrasi tanpa kekuatan ekonomi. Pengusaha pribumi yang kuat sulit ditemukan. Karena itu, disusunlah kebijakan yang bertujuan membangun kelas pengusaha pribumi yang lebih dikenal sebagai Program Benteng.

Program ini merupakan bagian integral Rencana Urgensi Perekonomian 1950-1957 untuk mendorong kelas pedagang pribumi agar mampu bersaing dengan importir asing. Pemerintah memberikan lisensi impor hanya kepada pengusaha pribumi selain membatasi impor barang tertentu. Dengan lisensi impor ini, pengusaha pribumi dapat mengimpor barang dengan kurs resmi, sehingga dengan selisih kurs dipasar gelap saat itu, pengusaha pribumi bisa memperoleh profit yang besar.

Dalam pelaksanaannya terlihat bahwa orang pribumi yang menerima perlakuan istimewa ternyata bukan berasal dan kalangan yang memiliki potensi kewiraswastawan melainkan dari mereka yang mempunyai hubungan dengan elite poitik. Lebih parah lagi, mereka tidak mendirikan perusahaan impor yang sesungguhnya, melainkan membeli lisensi impor dan menjualnya kepada orang-orang Cina yang memiiki sumber dana dan jaringan bisnis yang intensif. Kolaborasi ini yang disebut perusahaan-perusahan Ali Baba, dengan Ali (pengusaha pribumi) bertugas memperoleh lisensi sedangkan Baba (Cina) menyediakan modal dan keahlian usahanya. Walaupun demikian, Program Benteng tidak gagal sama sekali. sebab beberapa pengusaha pnibumi yang masih tetap kuat hingga kini merupakan hasil dan program tersebut seperti Soedarpo Sastrosatomo dan Hasjim Ning.

Secara konseptual sebenarnya program Benteng ini tidak berbeda dengan apa yang dilakukan pemerintah kolonial Belanda. Perlakuan istimewa yang diberikan pada golongan Cina oleh pemerintah kolonial Belanda (dengan memberikan kedudukan pedagang perantara) dimaksudkan untuk mencegah munculnya kelas burjuasi pribumi dan mencegah persaingan antara perusahaan-perusahaan Belanda sendiri. Dengan sendirinya, program Benteng tidak akan berhasil membangun basis yang kuat bagi munculnya kelas pengusaha pribumi yang tangguh. Pada saat program ini diluncurkan, sebenarnya beberapa kalangan sudah tidak menyetujuinya. Antara lain, Mr. Sjafruddin Prawinanegara yang waktu itu menjabat Gubernur Bank Indonesia.

Sjafruddin Prawiranegana menilai bahwa kebijakan diskriminatif terhadap modal asing dan modal nonpribumi tidak relevan mengingat pada saat itu, kondisi yang dihadapi adalah kelangkaan modal domestik. Bila saat itu Indonesia kelebihan modal, pengusiran modal asing dan memandulkan modal nonpribumi memang masuk akal. Analisis Sjafruddin berakhir pada kesimpulan bahwa kebijakan pembinaan diskriminatif pengusaha nasional hanya akan menghasilkan pengusaha yang tidak mandiri di samping menyebabkan korupsi di kalangan birokrasi.

Bersamaan dengan periode berkembangnya ide nasionalisme ekonomi, pemerintahan Soekarno kemudian menasionalisasi perusahaan-perusahaan asing sebagai bagian dari kampanye pembebasan Irian Barat pada tahun 1957. Dari sinilah, pihak militer memperoleh basis ekonomi yang kuat dan periode pertentangan militer dengan partai politik, akhirnya diselesaikan Soekarno melalui Dekrit 5 Juli 1959, dimulai. Hal ini dapat dikatakan sebagai kemenangan militer atas partai-partai politik ( kecuali PKI yang justru makin kuat ).

Setelah Orde Baru berkuasa, ada kecenderungan munculnya kesadaran elite politik untuk tidak terjebak pada pengambilan kebijakan yang bersifat diskriminatif. Meskipun demikian, aliansi militer dan kelompok burjuasi menjadi semakin kuat (basis ekonomi diperoleh militer melalui nasionalisasi). Hal ini terlihat dengan munculnya pengusaha-pengusaha yang umumnya mempunyai hubungan dekat dengan jenderal-jenderal dan tidak hanya berasal dari golongan pribumi tapi banyak yang berasal dari golongan Cina.

Apa kiranya yang perlu dilakukan untuk mendorong kemunculan tokoh entrepreneur Indonesia untuk merangsang pertumbuhan ekonomi kita? Belajar dari pengalaman, kebijakan bersifat diskriminatif terutama dengan memisahkan asing-nonpribumi dan modal pribumi tidak akan berhasil. Kesalahan para pengambil keputusan program Benteng masih bisa dimaklumi karena pada awal kemerdekaan, ide-ide “Indonesianisasi” masih merajalela tetapi sekarang prioritas utama kita adalah pertumbuhan ekonomi yang semakin adil.

Tampaknya keterbukaan semua pihak yang berkepentingan dengan pengambilan keputusan politik dan ekonomi sudah tak dapat ditawar-tawar lagi. Keterbukaan terhadap modal asing terutama perlu mengingat bahwa selama ini, pengusaha Indonesia terutama golongan Cina sangat bergantung pada modal luar negeri. Logika yang disampaikan Mr. Sjafruddin Prawiranegara masih sangat relevan. Kondisi kelangkaan modal domestik mestinya tidak diselesaikan dengan mengusir modal asing dan nonpribumi. Sebagai analog dari masalah ini, kita bisa melihat pada sejarah bangkitnya kapitalisme di Eropa. Dalam abad 16-17, para pengusaha Yahudi seperti golongan Cina di Indonesia yang minoritas mendominasi perekonomian Eropa. Bangkitnya kapitalisme secara dinamis di belahan Utara Eropa terutama dikaitkan dengan penerimaan kaum borjuasi nasional terhadap pengintegrasian modal Yahudi menjadi bagian dari modal nasional. Sementara di Eropa Selatan (Spanyol dan Portugis) yang mendiskriminasi bisnis Yahudi menunjukkan kondisi perekonomian yang lebih terbelakang.

Keterbukaan yang lebih penting menyangkut proses tender proyek-proyek yang berlangsung. Sampai sekarang, proses seperti ini masih berjalan secara gelap dalam arti tender tertutup untuk pihak-pihak tertentu. Selain itu, pemerintah sudah seharusnya memperhatikan lebih baik aspek human investment kita. Sampai sekarang, penyediaan tenaga ahli masih sangat kurang yang menyebabkan kondisi keterbelakangan teknologi maupun pengetahuan manajemen pengusaha Indonesia.

Dalam kondisi ini, pengambilan inisiatif oleh pemerintah dalam perekonomian dipandang sangat perlu untuk mendorong iklim usaha yang lebih baik sekaligus semakin memeratakan distribusi pendapatan yang timpang selama bertahun-tahun. Perlu dicatat bahwa selama ini, efisiensi perusahaan-perusahaan pemerintah masih belum terbenahi juga. Lemahnya aparatur negara menyebabkan banyaknya masalah korupsi, penyalahgunaan wewenang dan rendahnya efisiensi perekonomian.
